Intent to File
The Intent to File form, VA Form 21-0966, is an important single-page form, that should be submitted if you intend to file a VA compensation claim. Once this form has been received by the VA, your effective date is locked-in for 12 months. If you are awarded a favorable decision by the VA, they will retro pay you benefits from the date that your claim was filed, opposed to the date that your claim was approved.

Create an ITF with a call center operator. This is the least preferred method, as you will be relying on VA employee to establish your Intent to File.
